The Senate is currently leaning towards passing the U.S. Climate Bill while failing to approve the global treaty to control climate change. Last week the House approved climate-change legislation last week on a 219-212 vote. This would allow for the creation a cap-and-trade system to curb emissions, establish a market for trading pollution allowances, and fund investments in new energy sources. It aims to cut fossil fuel emissions from power plants, factories, oil refineries and vehicles 17 percent below 2005 levels by 2020.
